Amends section 302A-1404, Hawaii Revised Statutes, to broaden the purposes for which federal indirect overhead reimbursements may be retained and expended by the Department of Education, State Public Charter School Commission, or charter school authorizers.

Removes language limiting reimbursements to "discretionary grants in excess of the negotiated rate" and instead allows reimbursements to be determined jointly by the Director of Finance and the Superintendent, or the Director of Finance and the State Public Charter School Commission or authorizer as appropriate.

Provides greater fiscal transparency and prioritized use of indirect cost funds under section 302A-1405, Hawaii Revised Statutes.

Applies reimbursement provisions to all federal grants received by the Department of Education, State Public Charter School Commission, or a charter school authorizer, as appropriate.

Takes effect on July 1, 2022.
