Authorizes the director of finance to issue general obligation bonds for an unspecified amount to build a Department of Education agriculture innovation center on Kauai in fiscal year 2021-2022.

Appropriated funds are to be expended by the Department of Education for the agriculture innovation center project.

Appropriated funds do not lapse at the end of the fiscal biennium; however, any unencumbered moneys must lapse as of June 30, 2024.

The agriculture innovation center would promote locally grown food for school consumption, teach students about agriculture and food production, and provide career opportunities in agriculture-related fields including value-added products, finance, soil research, STEM, and aquaculture.

Legislation is recommended by the governor for immediate passage as an emergency measure and takes effect on July 1, 2051.
