Requires counties to maintain infrastructure for Department of Hawaiian Home Lands housing developments within 60 days of receiving a completed maintenance request application.

Infrastructure maintenance obligations apply only if meter and connection fees and utility costs have been paid, infrastructure conforms to applicable county standards at time of construction, and county approval for infrastructure completion has been granted.

Defines "infrastructure" to include waterlines, storm drainage systems, sewerlines, waste disposal and treatment systems, and roadway improvements (pavement, gutters, curbs, sidewalks, street trees, and street lighting) that connect to county infrastructure.

Addresses the finding that the Department of Hawaiian Home Lands often retained responsibility for infrastructure maintenance despite meeting county requirements prior to this legislation.
