Authorizes the Department of Hawaiian Home Lands (DHHL) to assume historic preservation review authority for proposed projects on lands under its jurisdiction, replacing the prior requirement to consult with the Department of Land and Natural Resources.

Requires DHHL to designate a Hawaiian home lands preservation officer with professional competence and experience in historic preservation to conduct the review.

Mandates that DHHL provide copies of all reports, maps, documents, and the preservation officer's comments and recommendations to the Department of Land and Natural Resources for incorporation into the historic preservation digital document management system.

Retains Department of Land and Natural Resources authority for review of projects affecting properties listed or nominated for inclusion in the Hawaii register of historic places or the national register of historic places.

Takes effect on July 1, 2050.
