Limits residential rental application screening fees to a maximum of $25 per application to cover costs of obtaining tenant reports and credit reports.

Prohibits landlords from charging more than one application screening fee per application and from charging separate fees for each household member.

Requires landlords to return any unused portion of the application screening fee to the applicant.

Mandates landlords provide applicants with a receipt for the fee and copies of any reports obtained, upon written request, within ten days of obtaining the reports.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
