Renames the "Preschool Grant Program Special Fund" to the "Child Care Grant Program Special Fund" to expand its scope beyond preschools.

Authorizes the Child Care Grant Program Special Fund to award grants to private entities for operating costs of new or existing child care facilities, establishing new facilities, or expanding existing facilities.

Changes the annual legislative report due date for both the Preschool Open Doors Special Fund and Child Care Grant Program Special Fund from August 31 to twenty days prior to the convening of each regular legislative session.

Removes language from both special fund statutes allowing expenditures to be made without appropriation, requiring future expenditures to be made only with legislative appropriation to conform to Hawaii Constitution section 5 of article VII.

Adds definition of "grant" as an award of funds to a specified recipient to support the recipient's activities and permit community benefit, and requires grants be disbursed pursuant to department contracts and adopted rules.
