Establishes a uniform $25 annual fee for all licenses to solemnize marriages in Hawaii, applicable to religious, judicial, and civil marriage solemnizers.

Requires the Department of Health to collect and deposit all fees from marriage solemnization licenses into the vital statistics improvement special fund.

Repeals the previous tiered fee structure for civil licenses to solemnize marriages ($100 per year standard; $25 for temporary three-month licenses).

Updates Hawaii Revised Statutes section 338-14.6 to include fees from section 572-11 as sources for the vital statistics improvement special fund.

Takes effect on July 1, 2050.
