Prohibits retailers from selling, offering for sale, or possessing with intent to sell flavored tobacco products, effective January 1, 2023.

Defines "flavored tobacco product" as any tobacco product containing a constituent that imparts a characterizing flavor, including menthol, mint, fruit, candy, chocolate, and spice flavors.

Establishes penalties of up to $500 for first violations and $500-$2,000 for subsequent violations by retailers and their agents or employees.

Allows counties to adopt stricter restrictions on flavored tobacco products, with more stringent local rules taking precedence over state law.
