Repeals the ceiling on the Office of Healthcare Assurance Special Fund, removing the $327,000 annual limit and $387,500 June 30 cap previously required to be deposited into the general fund.

Allows the special fund to support expanding operational needs including upgrades to the department of health's management information system, web-based portal for background checks on healthcare facility licensees and employees, and state licensing surveyor positions.

Authorizes special fund use for public awareness, education, and outreach relating to healthcare facilities in response to the COVID-19 pandemic to reduce dependence on the general fund.

Permits funding for inspection services contracts and enhancement of office of health care assurance capacity for community development, public education, and administration of the durable medical equipment supplier license program.

Takes effect on January 1, 2050.
