Amends Hawaii Revised Statutes Section 200-10(d) to allow mooring permit holders to transfer permits to new vessel owners when selling their vessel, subject to specific conditions.

Requires the sale price of the vessel to exclude the value of the mooring permit, with the department authorized to require an appraisal by a state-licensed appraiser if the sale price appears substantially different from fair market value.

Imposes a $150 mooring permit transfer fee payable by the seller to the department.

Specifies that mooring permits cannot be transferred without a corresponding vessel sale, and failure to comply results in automatic permit termination.

Provides that principal habitation permits on the vessel shall not transfer to the new owner and shall automatically terminate upon vessel sale.

Allows commercial vessel owners to transfer vessel ownership from personal to corporate or business entity ownership while retaining mooring and commercial permits.
