Amends Hawaii Revised Statutes Section 171-59(b) to add "commercial, industrial, hotel or resort" uses to the list of purposes eligible for public land disposition by negotiation without competitive bidding requirements.

Defines "hotel or resort" as a development providing transient accommodations with at least 75 percent of living or sleeping quarters used solely for transient accommodations, along with related services such as front desk, housekeeping, food and beverage, and room service.

Maintains existing lease term limitations: maximum 35 years for most uses, 70 years for maritime and maritime-related operations, and 65 years for aquaculture operations with renewal eligibility.

Requires that any negotiated disposition must encourage competition within the applicable commercial, industrial, hotel or resort, aeronautical, agricultural, aquaculture, maritime, and maritime-related operations.

Takes effect on July 1, 2050.
