• Establishes a new Department of Law Enforcement to consolidate criminal law enforcement and investigations functions currently scattered across the Department of Public Safety, Department of Transportation, Department of the Attorney General, and Office of Homeland Security.

• Renames the Department of Public Safety as the Department of Corrections and Rehabilitation, focusing it exclusively on adult corrections, rehabilitation, reentry services, and related functions effective January 1, 2023.

• Creates a statewide law enforcement training center within the Department of Law Enforcement to provide uniform core and continuing education, training, and certification for all state law enforcement officers, ensuring compliance with law enforcement standards.

• Transfers law enforcement personnel and functions in two stages: first from DPS to the new Department of Law Enforcement (January 1, 2023), then from DOT, AG investigations, and the Office of Homeland Security (July 1, 2023).

• Appropriates funds for both new departments to establish director, deputy director, and administrative positions necessary for operations, with deputy sheriffs retaining their traditional titles under the new structure.
