HI SB3140

Requires holders of controlled substance registrations under Hawaii law to immediately report verbally to the administrator if they suspect a controlled substance in their inventory has been stolen, embezzled, or obtained through fraud or diversion.

Mandates a written report be submitted to the administrator as soon as practicable after the verbal report, including the suspected perpetrator's name and address (if known), nature and extent of the loss, and any other relevant investigative information.

Compels registered holders to provide all related information, records, reports, images, videos, and other evidence upon administrator demand that was not included in the initial written report.

Establishes a misdemeanor penalty for any person who knowingly prevents another from reporting or knowingly fails to provide required information under this section.

Clarifies that the section does not create a cause of action against the administrator or department and takes effect upon approval.
