SB 3141 Summary

• Adds 44 new synthetic opioid analogs to Schedule I controlled substances, including fentanyl derivatives (acetyl fentanyl, acryl fentanyl, benzylfentanyl, butyryl fentanyl, cyclopropyl fentanyl, furanyl fentanyl, ocfentanil, and ortho/para-fluorinated variants) and other opioid-like compounds (AH-7921, U-47700).

• Adds 1 new synthetic stimulant (para-methoxymethamphetamine/PMMA) to Schedule I and adds 4,4'-dimethylaminorex to Schedule I stimulants.

• Adds 6 new synthetic cannabinoids to Schedule I, including N-(1-amino-3-methyl-1-oxobutan-2-yl)-1-(5-fluoropentyl)-1H-indazole-3-carboxamide and methyl 3,3-dimethyl-2-(1-(pent-4-en-1-yl)-1H-indazole-3-carboxamido)butanoate.

• Adds 3 new opioids to Schedule II (oliceridine, tapentadol, thiafentanil) and 6 new depressants and stimulants to Schedules III and IV (including brexanolone, lemborexant, remimazolam, lorcaserin, serdexmethylphenidate, solriamfetol).

• Adds 4 new drugs to Schedule IV depressants (brivaracetam, lacosamide, lasmiditan, pregabalin) to update Hawaii law with federal controlled substances scheduling changes.
