HI SB3149

Exempts the State of Hawaii and all of its departments and agencies from paying county stormwater user fees.

Prohibits counties from denying stormwater management services to the State or its departments and agencies due to nonpayment of user fees.

Amends Hawaii Revised Statutes Section 46-1.5(5)(E) to add language protecting State entities from stormwater fee charges while maintaining county authority to establish and charge user fees to other entities.

Takes effect upon approval.
