Amends Hawaii Revised Statutes Section 103D-304(g) to allow procurement of professional services with fewer than three qualified applicants if the purchasing agency determines in writing that it is in the best interest of the State.

Currently requires selection committees to rank a minimum of three persons for professional services contracts; this change permits proceeding with two or fewer qualified persons under specified conditions.

Requires written determination by the purchasing agency justifying the decision to proceed with fewer than three qualified persons.

Maintains existing requirements that selection committee recommendations not be overturned without due cause and that contracts be equally distributed among persons with equal qualifications.

Takes effect upon approval.
