Appropriates $20,000,000 from the state highway fund to the Department of Transportation for fiscal year 2021-2022 for the highways division's special maintenance program.

Increases total special maintenance program funding from $15,000,000 (provided by Act 88, Session Laws of Hawaii 2021) to $35,000,000 for fiscal year 2021-2022.

Special maintenance program aims to preserve the state's highway infrastructure, prevent deterioration caused by traffic and weather, and avoid costly major repairs.

Funds justified by increased state highway fund balance due to Act 237 (which increased rental motor vehicle surcharge tax by $0.50 annually through December 31, 2027), $42,000,000 in federal Coronavirus Relief funds, and stronger-than-anticipated economic recovery.

Appropriated funds shall not lapse at end of fiscal year but any unspent and unencumbered moneys shall lapse on June 30, 2023.
