Reduces the University of Hawaii Board of Regents from 11 members to 9 members.

Changes the requirement for term expiration from three members per year to two members per year (excluding the student member).

Adjusts the geographic representation to one member each from Hawaii, Maui, and Kauai counties, one from Honolulu, and five at-large members.

Requires two at-large members to be selected from lists of three names submitted by the Speaker of the House and President of the Senate respectively, with one additional at-large member selected by the Governor.

Directs the Governor to adjust appointment terms between 2022-2026 to realign term expirations, with terms ranging from two to five years depending on the appointment year.
