Establishes an electric bicycle and electric moped rebate program administered by the Department of Transportation, with option to contract with a third-party administrator.

Provides rebates equal to 20% of retail cost or $500 (whichever is lower) for new electric bicycles (maximum 28 mph) and electric mopeds purchased after July 1, 2022, with a $500 annual cap per individual.

Limits total rebates to $700,000 per fiscal year, with unused claims carried forward to subsequent years if funds become available.

Restricts rebates to applicants age 18+ who are eligible for SNAP, free/reduced lunch, Section 8 housing, or similar low-income programs; do not own a four-wheel motor vehicle; or are enrolled in school, community college, or university.

Appropriates $2,100,000 from general revenues for fiscal year 2022-2023 to a new electric bicycle and electric moped subaccount within the highway development special fund; takes effect July 1, 2022.
