Direct the Hawaii Natural Energy Institute, in conjunction with the Hawaii State Energy Office, to develop a strategy for constructing at least one atmospheric carbon capture plant in Hawaii by 2030.

Strategy must detail construction type, proposed location, estimated costs, staffing requirements, and estimated annual carbon dioxide capture rate.

Require an interim progress report to the legislature no later than 20 days before the 2023 regular session convenes.

Require final report with recommended strategy and any proposed legislation to the legislature no later than 40 days before the 2024 regular session convenes.
