S.B. 3165 Summary

• Extends first-time DUI offender license revocation from one year to 1-18 months, with option for early termination after 6 months of ignition interlock use plus 3 additional violation-free months.

• Requires drivers with suspended/revoked licenses operating vehicles with ignition interlock devices to carry government-issued identification in immediate possession.

• Extends the lookback period for DUI-related violations from 5 to 10 years for charges of driving with suspended/revoked license and tampering with ignition interlock devices.

• Expands ignition interlock tampering violations to include obscuring the camera lens or failing to provide a photo of the driver, and defines "violation" for interlock device monitoring purposes.

• Becomes effective January 1, 2023, with amendments to sections 291E-61 and 291E-62 exempted from automatic repeal on June 30, 2026.
