Extends the ohana zones pilot program sunset date from June 30, 2023 to June 30, 2026.

Expands regulatory exemptions for ohana zones pilot program contracts to include chapters 6E, 46, 92, 103D, 103F, 171, 205, 206E, 343, and specific sections of Hawaii Revised Statutes, while maintaining compliance with National Flood Insurance Program standards.

Appropriates funds from general revenues for fiscal year 2022-2023 to support ohana zones pilot program operations including staffing, facility construction, services, and administrative costs.

Requires the governor to transfer expenditure authority to designated executive branch departments or agencies within a reasonable time.

Takes effect July 1, 2060.
