Exempts low-income tiny home projects (kauhale) developed under the governor's October 16, 2015, or December 6, 2018, emergency proclamations on homelessness from specified state laws for the duration of underlying state land leases, including county permitting, procurement, environmental review, and labor laws.

Establishes a low-income tiny home village pilot program within the Department of Human Services to provide long-term housing and services to homeless individuals and those earning at or below 50 percent of area median income.

Requires the Department of Human Services to consult with the Hawaii Housing Finance and Development Corporation and counties to administer the pilot program, develop a management plan, identify funding sources, and provide necessary services.

Permits tiny home villages to include shared facilities such as restrooms and kitchens to reduce costs and infrastructure needs.

Requires the Department of Human Services to submit a report with findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2023 regular session.
