Requires electronic audio or video recordings of board meetings to be maintained as public records and posted regardless of whether written minutes have been posted.

Mandates that written minutes include a link to the electronic recording (if available) and time stamps indicating when discussion of each agenda item began.

Eliminates the option for boards to provide recorded minutes accompanied by written summaries as an alternative to traditional written minutes.

Takes effect on October 1, 2022.
