Amends Hawaii Revised Statutes Section 46-4 to authorize each county to adopt reasonable standards allowing construction of four dwelling units on land zoned for residential use where a single-family dwelling unit is permitted.

Renumbers existing subsections (d), (e), and (f) to (e), (f), and (g) respectively to accommodate the new four-unit dwelling provision.

Maintains existing provisions allowing counties to permit two single-family dwelling units on residential lots and prohibiting restrictions on group living facilities with eight or fewer state-licensed, certified, registered, or monitored residents.

Preserves existing protections for plantation community subdivisions and medical cannabis production facilities and dispensaries in appropriately zoned areas.

Takes effect upon approval.
