Requires the Department of Land and Natural Resources' Division of Forestry and Wildlife to adopt rules for feral axis deer herd management to address overpopulation issues on Maui, Molokai, and Lanai.

Establishes that rules must specify lands available for licensed hunter operations, restrict hunting to female axis deer only, and require submission of entire deer carcasses to the division.

Requires the division to establish per-unit rates paid to licensed hunters for each submitted feral axis deer carcass, along with bag limits and operating time periods for hunters.

Authorizes the division to determine additional parameters necessary for implementing the axis deer population management program.

Takes effect upon approval.
