Establishes a local agriculture transportation cost reimbursement incentive program administered by the department of agriculture to reimburse eligible agricultural producers for transportation costs using air cargo, parcel, or water cargo carrier services.

Eligibility requires applicants to be farmers or ranchers in counties with populations under 500,000, produce agricultural commodities for consumption within Hawaii, and have annual gross receipts at or below a specified amount (amount left blank in bill).

Reimbursement payments are capped at $5,000 per year per eligible producer.

Appropriates an unspecified amount from general revenues to the department of agriculture for fiscal year 2022-2023 to fund and administer the program (dollar amount left blank in bill).

Takes effect July 1, 2050.
