Director of Transportation shall establish and implement a digital identification pilot program, administered by examiners of drivers in their respective counties

Director must assess existing infrastructure, upgrade as needed, and acquire or develop a mobile application with functions including user enrollment validation, digital ID display, authentication/verification, and offline capability

Director shall coordinate with Department of Attorney General and county governments to implement a law enforcement version for field testing digital identification as proof of identity

Director shall coordinate with Department of Business, Economic Development, and Tourism; Hawaii Tourism Authority; Office of Enterprise Technology Services; and Department of Human Services to assess opportunities for digital identification use in government support, economic development, tourism, and human services operations

Director must submit report with findings, recommendations, and proposed legislation to legislature no later than twenty days before the 2023 regular session; Act becomes effective January 1, 2050
