Expands resident tuition fee eligibility at University of Hawaii campuses to include students currently enrolled in Hawaii high schools and recent graduates of Hawaii high schools within 12 months of enrollment

Allows students experiencing homelessness and those with complex family situations to more easily qualify for resident tuition by providing alternative pathways beyond traditional residency requirements

Establishes four qualifying criteria: adult students meeting 12-month residency and tax dependent requirements, minor students whose parents meet residency and tax dependent requirements, high school enrollment in the State for 12 consecutive months, or receipt of a high school diploma or equivalent in the State within 12 months

Simplifies enrollment processes by removing barriers for local high school graduates, including those who lack documentation of bona fide residency

Takes effect July 1, 2050
