S.B. 3187 Summary

• Eliminates the University of Hawaii Board of Regents Candidate Advisory Council, which previously recruited and evaluated candidates for board appointments.

• Authorizes the Governor to directly appoint all eleven members of the University of Hawaii Board of Regents without requiring candidates to be presented through an advisory council.

• Maintains Senate confirmation requirement for all gubernatorial appointments to the Board of Regents.

• Establishes that the Senate should consider board diversity, student population representation, county representation, and stakeholder diversity when confirming appointments.

• Effective July 30, 2075, contingent upon ratification of a constitutional amendment repealing the candidate advisory council provision.
