Amends Hawaii Revised Statutes Section 264-6 to add requirements for public utilities seeking permits to disturb state highways.

Requires public utilities to consider traffic and transportation disruption as a criterion when planning ongoing maintenance, new installations, and future work.

Mandates that public utilities prioritize maintenance and upkeep of infrastructure in high-traffic areas to minimize transportation disruptions.

Requires the director of transportation to coordinate all projects authorized under this section to minimize traffic congestion to the fullest extent possible.

Takes effect on July 1, 2050.
