Appropriates general revenue funds for fiscal year 2022-2023 to provide 21 additional hours of professional development per calendar year for each Hawaii Department of Education teacher.

Restores job-embedded professional development hours that were included in a memorandum of understanding between the Board of Education and Hawaii State Teachers Association that expired June 30, 2021, but were not renewed due to lack of funding.

Funds are to be used for formalized professional development training that reduces the need for substitute teachers and eliminates teacher absences from classrooms.

Department of Education is designated as the agency to expend the appropriated funds.

Effective date is December 25, 2040.
