Amends Section 104-24 to impose penalties on both the person "and" firm (rather than "or") for second and third violations of prevailing wage laws on public works contracts.

For second violations within two years, requires payment of back wages or $500 per offense (up to $5,000), whichever is greater, from both the person and firm.

For third violations within three years, requires payment of double back wages or $1,000 per offense (up to $10,000), whichever is greater, plus a mandatory three-year suspension from new public works projects.

Clarifies that "person" includes sole proprietors and responsible managing employees holding construction licenses, and that "offense" means each chapter section cited, with prevailing wage violations counted separately by employee and project.

Effective upon approval.
