Establishes a Safe Spaces for Youth Pilot Program within the Department of Human Services as an inter-agency initiative to provide shelters for homeless youth in each county.

Requires the program to collaborate with state and county departments (education, health, human services, public safety, and police) to identify homeless youth and coordinate shelter placement.

Allows contracted nonprofit shelters to admit youth ages 14-24 for up to 90 days without parental or guardian consent.

Requires the Department of Human Services to submit a report to the legislature by 30 days before the 2025 regular session, including program activities, accomplishments, and recommendations on program extension.

Appropriates $600,000 for fiscal year 2022-2023 to fund the pilot program, including one full-time position and administrative costs; program repeals on June 30, 2025.
