Appropriates $18,000,000 from general revenues for fiscal year 2022-2023 to provide enhanced payments to state-licensed skilled nursing facilities, community care foster family homes, and expanded adult residential care homes caring for Medicaid patients.

Requires the Department of Human Services to obtain the maximum amount of federal matching funds available for this expenditure.

Addresses pandemic-related financial losses in long-term care facilities, including $50,000,000 in combined costs and revenue losses in nursing facilities during 2020 alone.

Recognizes that nursing facilities received approximately $20,600,000 in federal provider relief funds, covering only about 30 percent of total pandemic-related losses.

Takes effect July 1, 2022.
