Repeals the definition of "industrial park" in Chapter 206M, Hawaii Revised Statutes, regarding the Hawaii Technology Development Corporation.

Adds a new definition of "economic zone" to replace "industrial park," encompassing tracts of real property for technology-based industrial, processing, production, or manufacturing enterprises.

Expands the scope of covered activities to include high technology support facilities, greenhouses, value-added processing and packaging facilities, energy development, and prototype product development.

Authorizes installation of supporting improvements such as water, sewer, drainage, transportation, power distribution, and communication facilities, but excludes most buildings and structures except those incidental to the economic zone.

Substitutes all instances of "industrial park" with "economic zone" throughout Chapter 206M, effective upon approval.
