Repeals the definition of "permanent resident" from Hawaii Revised Statutes Section 25-2(a) that previously applied to legislative reapportionment purposes.

Removes language that defined a permanent resident as a person with domiciliary in the State and that limited population counts to exclude non-permanent residents from census data during reapportionment.

Leaves the reapportionment process to be governed solely by the U.S. Constitution and Article IV of the Hawaii State Constitution without statutory definitions.

Takes effect on July 30, 2075.
