Requires the Department of Hawaiian Home Lands (DHHL) to develop a strategic plan addressing housing preferences of applicants on the DHHL waiting list.

Strategic plan must address 76% of applicants who prefer single-family homes or vacant lots and 16% who prefer rental housing with rent-to-own options.

Plan shall be divided by county and include recommended waiting list policies for homeowner mortgage/down payment assistance and rental housing development.

DHHL must submit the strategic plan with findings, recommendations, and proposed legislation to the legislature no later than December 10, 2022.

Addresses the housing crisis affecting approximately 28,500 native Hawaiian adults on the waiting list, with over 2,000 beneficiaries having died while waiting.
