Caps reproduction costs for government records at 25 cents per page (effective July 1, 2023), with exceptions for geographic information system data, photographs, maps, audio recordings, and digital records governed by agency rules.

Eliminates reproduction charges when documents are provided to requesters in electronic format if the agency maintains those documents electronically; charges may apply only when documents must be manually converted.

Caps search fees at $5 per 15 minutes and review/segregation fees at $7.50 per 15 minutes for accessing government records (effective July 1, 2023).

Requires fee waivers when disclosure serves the public interest, defined as disclosures likely to contribute significantly to public understanding of government operations and not primarily for commercial purposes.

Appropriates $185,000 for fiscal year 2022-2023 to fund two permanent positions within the office of information practices.
