Amends Hawaii State Constitution Article IV, Sections 4 and 6, to base reapportionment on total resident population as counted in the most recent decennial U.S. Census, rather than only "permanent residents."

Removes the current requirement to exclude non-permanent military personnel, military dependents, college students with out-of-state residences, and other non-permanent residents from reapportionment calculations.

Aligns Hawaii's reapportionment process with 49 other states and federal House of Representatives allocation, which use census data based on "usual residents."

Creates ballot measure asking voters whether to change reapportionment from permanent residents to total residents as determined by the most recent U.S. Census.

Takes effect upon compliance with Article XVII, Section 3, of the Hawaii State Constitution, requiring voter approval.
