Appropriates funds via general obligation bonds for capital improvement projects in the Waianae district to address traffic mitigation on Oahu's leeward coast.

Authorizes the Department of Transportation to expend appropriated funds for Farrington Highway corridor infrastructure plans and improvements.

Notes that Farrington Highway is the sole major roadway and access route linking the Waianae district to Ewa and metropolitan Honolulu, with traffic volume increasing from 20,000 vehicles per day in 2000 to 50,000 vehicles per day in 2016.

Requires that unencumbered moneys from the appropriation lapse as of June 30, 2024.

Takes effect on January 1, 2050.
