Directs the Hawaii Housing Finance and Development Corporation (HHFDC) to establish a working group with county directors of housing and other housing experts to study leasehold housing implementation on publicly-owned, non-ceded lands near public transit stations in each county.

Working group shall comprise the HHFDC executive director, county housing directors, an affordable housing advocate, a nonprofit housing developer, a private housing developer, and a low-income homeowner assistance representative.

Working group must study leasehold housing history in Hawaii, review existing state laws under Chapter 516 HRS, identify best practices, and develop recommendations on resident requirements, affordability periods, down payment assistance, and potential sites for leasehold housing programs.

Working group shall submit findings and recommendations, including proposed legislation, to the legislature by December 10, 2023, and dissolves on June 30, 2024.

Appropriates unspecified funds from general revenues for fiscal year 2022-2023 to support working group activities; effective date is July 1, 2050.
