Allows the University of Hawaii to contract with the Research Corporation of the University of Hawaii (RCUH) using legislatively appropriated funds to support sponsored research and training activities or advance innovation and entrepreneurship in the State.

Expands RCUH's authority to include invasive species control and eradication projects in addition to existing sponsored research and training activities.

Authorizes RCUH to provide management and support services including procurement of goods and services, employment of personnel, and advance funding for research and training contracts without regard to state procurement, civil service, labor relations, and public contract code chapters.

Requires the University of Hawaii to consult with exclusive representatives (labor unions) to review conformance of positions with collective bargaining exceptions that involve state employees or state-administered programs.

Takes effect on July 1, 2050.
