Appropriates $37,951,232 from general revenues for fiscal year 2022-2023 to restore personal services funding at the University of Hawaii, distributed across five program areas: Manoa ($30,000,000), John A. Burns School of Medicine ($1,200,000), Hilo ($2,280,000), West Oahu ($1,080,000), and systemwide support ($3,391,232).

Directs the University of Hawaii Board of Regents and the President of the University of Hawaii to discuss and adopt the recommendations from the permitted interaction group on tenure established in February 2021.

Requires consultation with University of Hawaii faculty and the exclusive representative of each applicable collective bargaining unit when implementing the tenure recommendations.

Takes effect on July 1, 2022.
