Amends Hawaii Revised Statutes Section 103D-310(b) to clarify that procurement officers may require prospective offerors to submit sworn answers to questionnaires only when the officer determines additional information is necessary for responsibility determinations.

Prohibits procurement officers from limiting competition by restricting offeror qualifications beyond what is necessary to ensure financial ability, resources, skills, capability, and business integrity to perform the work.

Establishes that an offeror's failure to possess prior experience, by itself, shall not be grounds for a determination of nonresponsibility.

Maintains existing provisions allowing determinations of nonresponsibility when offerors unreasonably fail to provide information or demonstrate inability to perform the intended work, with decisions subject to administrative review.

Takes effect upon approval.
