Requires tour aircraft operators to submit monthly written reports to the Department of Transportation detailing each flight's takeoff/landing times, number of passengers, flight path, and any deviations from intended flight plans, with reports made available to the public.

Amends Section 261-12 of Hawaii Revised Statutes to add monthly reporting requirements and flight plan deviation disclosures to existing tour aircraft permit regulations.

Establishes the Air Noise and Safety Task Force within the Office of Planning and Sustainable Development with two legislative co-chairs and representatives from federal agencies, helicopter/aircraft operators, and affected communities.

Task force shall collect flight operation data and public complaints, identify noise and safety issues, and make recommendations to federal agencies and aircraft operators, with preliminary reports due December 1, 2023, 2024, and 2025; task force dissolves June 30, 2026.

Applies to tour aircraft operations offering aerial tours over state islands and tourist-related flights operating from state-controlled airports under Federal Aviation Administration Certificates 121 or 135.
