Prohibits any person from using public roads, streets, highways, or similar thoroughfares to transport marine species illegally harvested from state waters for commercial purposes.

Prohibits transport of marine species harvested from state waters for commercial aquarium purposes on public roads and thoroughfares.

Defines "commercial" as selling, offering for sale, possessing with intent to sell, bartering, landing, or taking any actions for the purpose of profit or gain.

Effective date is January 1, 2050.
