Establishes a new "tax collection program" division within the Department of Taxation, reorganized from the existing Oahu collection branch in the compliance division, assigned program identification number TAX103 and reporting to the director of taxation.

Renames the current quality control office as the "business analysis section" and transfers it within the system administration office to address quality control and business analysis issues.

Requires civil service employees whose functions are transferred or reorganized to retain their civil service status, salary, seniority, retention points, and previously earned benefits without loss.

Allows exempt employees who are transferred to retain their exempt status and protects their prior service credit, vacation and sick leave credits, and other employee benefits.

Implements these organizational changes as a no-cost internal reorganization to increase tax administration efficiency and protect state revenues by addressing aging accounts receivable and quality control issues.
