Establishes a technology services consolidation working group to develop a five-year plan for consolidating information technology services and staff across state executive branch agencies under the Office of Enterprise Technology Services, excluding the Department of Education, Hawaii Health Systems Corporation, University of Hawaii, and Office of Hawaiian Affairs.

Working group plan must identify specific positions and functions to be transferred by department, propose transfer dates, detail facility and infrastructure needs, and recommend ways to prevent service interruptions during consolidation.

Working group shall include the Chief Information Officer (as chairperson), the single executive or chairperson of each principal executive branch department, and any other persons the Chief Information Officer designates.

Working group must submit a preliminary status report to the legislature no later than 20 days before the 2023 regular session and a final report with findings and recommendations no later than 20 days before the 2024 regular session.

Working group must recommend strategies to attract high-quality information technology professionals to the State, including internships, and assess the feasibility of exempting certain positions from Hawaii Revised Statutes chapters 76 and 89; working group dissolves December 31, 2023.
