Establishes a state capitol tours program within the Legislature's Public Access Room to provide virtual and in-person walking tours of the Hawaii state capitol building.

Requires virtual tours to include maintenance and regular updating of a virtual tour website, and walking tours to offer both guided experiences and self-guided options through paper brochures and online resources.

Assigns the Legislative Reference Bureau to maintain the public access room and administer the state capitol tours program.

Appropriates $85,000 from general revenues for fiscal year 2022-2023 to establish the program and create a capitol tours coordinator position.

Takes effect on July 1, 2022.
